FCC Disaster Information Reporting System (DIRS)

On Sept. 11, 2007, the FCC issued Public Notice (DA07-3871) announcing the activation of a voluntary reporting system that will be used to gather information on communications systems in a declared disaster area. The system will be activated by the FCC when a region has been declared a disaster area by the Department of Homeland Security. Information that is input to the system by registered carriers will be disseminated by the FCC, with reports forwarded to the DHS.

OPASTCO’s Technical Director John McHugh’s contact information has been provided to the FCC for the purpose of serving as a single point of contact if DIRS is activated. Individual companies, however, should download a copy of the DIRS operating manual and register their companies as soon as possible at the DIRS Website: www.fcc.gov/nors/disaster (or via www.fcc.gov; click on “E-Filings” and tab down to “Disaster Information Reporting System”).  Once at the DIRS site, follow the instructions for setting up as a new user.

The FCC has issued an order ( FCC 05-59 ref CC Docket No. 92-105) requiring the use of 811 as the toll free abbreviated dialing code to be used nationwide for reaching "One Call Notification Centers." The code 811 will replace all currently published toll free or local numbers being used to reach these centers today. This action was required by the 2002 Pipeline Safety Act. Carriers currently using 811 for other purposes will need to vacate the 811 code, and route 811 using the originating ANI to the toll free or local numbers provided by the One Call Centers. This implementation is to be completed within two years of the posting of this order in the Federal Register. The FCC has delegated authority to the states to address the "technical and operational issues associated with the implementation of the 811 code."

(FCC 502) is now available at www.nanpa.com. Follow the links to NRUF reporting and download the appropriate form. This report, due Feb. 1, 2003, will require submission of your Federal Registration Number on the report.

The next Numbering Resource and Utilization Forecast Report (NRUF) (due Feb. 1, 2003) will require submission of your Federal Registration Number on the report. The FCC has received approval from the OMB to make this reporting change. The FRN is the same 10-digit number the carriers currently use when submitting payments to the FCC. The purpose of requiring the FRN is to insure that carriers are current with required payments to the FCC before additional numbering resources are issued.

FCC Reverses Clarification on LNP Capability for Carriers in Top 100 MSAs

The FCC released a Third Order on Reconsideration and a Third Further Notice of Proposed Rulemaking (FNPRM) in CC Docket 99-200 and a Second FNPRM in CC Docket 95-116 that specifically addresses the clarification they made in the December 28, 2001, Order regarding a requirement that all carriers within the top 100 metropolitan statistical areas (MSAs) must be local number portability (LNP) capable.

In this Order (FCC 02-73), the FCC states "we specifically reverse our clarification" that all carriers within the top 100 MSAs be LNP capable "regardless of whether they have received a specific request from another carrier to provide LNP.

The Commission is seeking comments on: requiring all carriers in the top 100 MSAs to be LNP capable; whether or not all carriers in the top 100 MSAs should be required to participate in thousands-block number pooling; and whether or not the top 100 MSAs be redefined to reflect the 2000 census and the inclusion of the new Consolidated MSAs (CMSA's).
